What Texas city fell short of being able to field a baseball team in 2000?

Someone posted this question on another site, I think it is from a trivia contest, can't figure out the answer NOR do I have any clarifying details about the question.

I think it's one of those "trick" questions that actually has nothing to do with baseball. I've seen this before, and they might be looking for a city that has less than nine people - get it? Fell short of being able to field a team of 9 players? I know that sounds dumb, but that's what I've seen given as the answer:

One of the cities mentioned here, Guerra, did actually have 8 people according to the 2000 census:

I'm pretty sure it's just a silly trick question.
